The proposed Active Transportation and Trail Network combines and updates the Bicycle Master Plan and Countywide Trails Plan and introduces a framework for safe, comfortable and convenient active transportation and recreational routes. Active transportation means self-propelled, mostly human-powered travel including walking, biking, rolling (scooter, wheelchair, stroller), hiking, running, and riding for transportation and recreational purposes.
Feedback from the open houses and meetings this fall will be added to previous planning initiatives, best practices, and comments collected in Spring 2021 to help develop a multi-modal transportation network that serves residents and visitors of all ages and abilities, values environmental stewardship and works toward equity. The plan will establish a vision and a roadmap for implementation of safe, convenient, and enjoyable streets and trails in Fairfax County.

The Active Transportation Plan introduces a framework for advancing active transportation that includes an overarching vision statement, goals, objectives that are rooted in the public feedback received in Spring 2021, previous planning efforts and initiatives, and best practices.
The vision statement will be used as a guide to help Fairfax County make decisions that align with its philosophy and declared set of goals. Goals reflect the desired result that Fairfax County and its partners envision, plan, and commit to achieve. View the final vision statement, goals and objectives (adopted Nov. 9, 2021).
The project launched in the summer of 2020 and is expected to be complete by the end of 2025. The project has been split into two district phases:

In June 2024, the Board of Supervisors endorsed the Bicycle Parking Guidelines.
On May 10, 2022, the Fairfax County Board of Supervisors unanimously endorsed the Safe Streets for All Program Recommendations, a comprehensive initiative to address systemic transportation safety issues for people walking, biking and using other forms of active transportation.
